It is allowed to Andorra, Austria, Belgium, Denmark, Finland, France, Germany, Italy, Liechtenstein, Luxembourg, Monaco, Norway, Portugal, San Marino, Spain, Sweden, Switzerland, Vatican City and the United Kingdom.It is allowed to Czech Republic, Croatia, Poland, Slovakia, Slovenia with Mini, Economy, Compact, Intermediate car groups and additional cost of 6.50 EUR per day, payable locally.Written permission of the rental company is required for all the countries to be visited. Cross border card must be ordered during the Booking procedure.In case of offence against Cross Border Territorial Restrictions all insurances lose their validity.

它自己公司的政策吧，如果你不买去了别的国家出了事它的保险就失效了。我看不都免费送么，你可以换个搜索网站。
看上去跟0免赔有关，好像是有的公司的零免赔只在提车国有效，想开去别的国家就得买 Cross border Card.
