求助，想知道伦敦Victoria车站的实际情况？

下个月就要来伦敦玩了，要从Victoria车站进出几次，都是大箱小包的。
查了伦敦交通网站才知道，Victoria站正在整修，工程浩大，官网还建议高峰时间最好避开Victoria车站。
最要命的是，电梯停运。。。
想问问在伦敦的tx们，情况到底有多差啊？非peak时间，有没有电梯运转？
peak时段是不是真的要排队n分钟才能进站？
另外，因为从Victoria车站离开伦敦，而车站的ticketing系统也停止了，只能去火车站台的Travel Information Center，那里也可以退Oyster Card的吧？
话说，我一直没有搞得很清楚，是不是所有的地铁站都可以买和退Oyster Card呢？还是一定要去那些专门卖Oyster Card的shop呢？

我知道Victoria的汽车站火车站和地铁站在不同的地方，在修的是地铁站，网站上有具体说明的，貌似要修到明年。哎，在这个站电梯完全停运，这不坑人么。

29号回来的时候确实遇到VICTORIA限流入地铁站，大概排了不到十分钟，进去之后倒还好，没找到电梯，自己拎下去的，当时大概下午6点左右
