为什么坐渡轮带车比只有乘客的票还要更便宜？

英国多佛到法国多莱的渡轮有两个公司运营。同样 的时间旅游的情况下，


P&O Ferry,单人来回40磅。


Seafrance，单人加自行车，来回24磅。（由于他的选择必须要你选择一个车，所以我只能选择了自行车）


我本来想我订了自行车的票，但我不带车，难道还不行吗？


结果到付款的时候，他居然出现一句话，要我同意，如果我有违反他们授权的行为，他们有权对我罚款99磅。直接在我的卡上扣。


所以我不敢买了，万一他说，我定票的时候，带车，但上船的时候没车，算是一种违反他们授权行为的话，我就冤了。。。


有人可以解释一下吗？

Seafrance长长的一段terms and condictions有这样一句话


11. VEHICLE CANCELLATIONS made by you will be subject to a charge of £30 per Booking unless other terms apply.


付款的时候，他要求我同意这句话

I have read and accept the terms and conditions. Failure to comply authorises an appropriate fare increase (up to a max of 95GBP, based on a car and 9 passengers) to be charged to my card. Details held securely for the period of the Booking only.
