房车租赁的 Cancellation Charges 有必要买吗？

哪位大神可以解释一下下面的条款具体是什么意思？这个Cancellation Charges有必要额外买吗？另外中国C1的驾照做好翻译和公证以后 可以开6人房车的吧？
1. "Motorhome Cancellation Charges Cover" protects you against additional cancellation charges you actually incur (other than the loss of any prepaid deposit) up to the Cover limit set out in your Cover Confirmation, should you need to cancel your Booking due to unforeseen circumstances. Motorhome Cancellation Charges Cover allows you to cancel your rental Booking any time prior to a full 14 day period prior to the scheduled pickup time of your rental. Cancellations which are made less than 14 full days (within 14 x 24 hrs) of the scheduled pick up time or if you fail to pick up your rental vehicle for any reason, are not covered by Motorhome Cancellation Charges Cover and will attract the normal cancellation charges as outlined in the terms and conditions of your rental contract.
