本来计划这个月去洛杉矶，在那申请乌拉圭个人旅游签证，官网上也可以邮件递交材料，并且也都准备好了，却被告知需要在中国申请，因为是中国居民。The document must be sent to the Consulate of Uruguay in China because we work under jurisdiction and you live in China.
