美国不承认中国驾照的州如何办

原則上"中国人在国外开车的问题是，中国大陆没有加入1949 年日内瓦《道路交通公约》，尽管一些国家包括美国按照该公约的基本原则，允许来自中国这样的非缔约国人士驾车，租车公司也会把车租给你，就像前面提到的那位马里兰州居民一样，但是按照公约附件七的规定，中国不可能颁发国际驾照（需要由缔约国政府或正式授权的民间机构颁发），所以不出事没有问题，如果发生违章或事故，如何对待不持有合乎公约规定的国际驾照的人士，完全取决于执法机关和理赔的保险公司。"
一般美國警察都很友善，除非是刑事䅁，不會太計較。任何中國駕照持有者在美國駕駛就是違法。

This is the information I have for foreign
rentals:

The following acceptable Foreign Driver's License information
applies to
the U.S. & Canada.
A foreign renter must present a valid,
unexpired license from a country
listed below. Some foreign renters may have
a U.S. issued license. This is
also an acceptable license.
Effective April
8th, 2015, all Hertz/DTAG/FireFly AP & OAP renters at
Baltimore,
Washington, DC, Richmond, VA, & Philadelphia, who present a
Drivers'
License from any country besides one of the 50 U.S. states,
Washington, DC or
Puerto Rico, must also provide a valid PassPort as an
additional form of ID.
This requirement applies to both standard rentals
and all Loyalty
rentals.
A valid country or state driver's license MUST be presented. The
renter
might also present an International Driver's permit (IDP). The IDP is
not
acceptable without the country license.
Suggested Verbiage: "。
Present your State/Country driver's license
and, if available, an
International Driver's permit。"
If the renter's license is not in English,
it is strongly recommended (but
not mandatory), that the customer have an
International Driver's permit.
Every attempt will be made by the rental
counter personnel to obtain an
interpretation of the
license.
International Drivers' Licenses or Permits (IDL/IDP) can be
obtained
through AAA.
Japan is issuing at the customer's request a
document called the "Hertz
Driver's License Translation (HDLT). This document
will help the Hertz
counter interpret the Japanese driver's license at the
time of rental, but
it must be presented in addition to the renter's valid
Japanese
driver's
license.

取决于你出不出事，如果不出事，只是超速等违反交通规则被抓，警察看你是游客，大部分会放你一马，连ticket也免了，但是一旦出事，问题就比较严重。

可以去考韩国驾照，这貌似是居住在中国的中国公民获得其他发达国家驾照的唯一办法了，但是韩国驾照应该不能申请 IDP，因为 IDP 只颁发给当地居民 。
