因台风原因改签其他目的地有赔偿么？

7月12日，上海受台风影响，航班被取消。因此俄罗斯航空服务人员在征求我们的同意后，把我们莫斯科改签飞往北京。然后我们自己购买了高铁票回浙江。

当时到达北京时时凌晨1点，俄航的北京工作人员说没有权限给我们答复，让我们联系莫斯科方面，然后给了一个联系的邮箱地址。

请问这样的情况可以问俄罗斯航空索赔路费么？
发了邮件和俄航联系，只回了这么一封邮件后就没有消息了。
