一条机票条款不理解

我的机票是墨尔本到迪拜中转再到巴黎，但机票条款上这样一条搞不懂：

A stopover in Dubai is not permitted when travel is on Qantas codeshare flights operated by Emirates between Dubai -- Italy / France / Netherlands / Greece / Belgium or Luxembourg.。我正满足这条件。什么意思呢？我买的联程票要在DUbai转机，为什么又说stopover不允许。stopover不是中转的意思吗？
