如题，现在人在国内，卡能用的话网上能先充好值吗？看到法国站要上传个人id，不会是要当地人才能用吧？谢谢

登录官网查看。需要申请新号码，然后联系客服把旧号码的余额转入新号码。
早就不能用了。
