在国外网站票出问题了

前些天我在俄铁中文的一个美国的网站用信用卡订的莫斯科到圣彼得堡火车票一张1900多rub,订了9张，他们发来英语邮件让我用什么委托书之类交，我不明白就发个邮件给他们咨询，无结果，我也没办理。（我后来上俄文网订票票价1400多RUB,后因信用卡的问题交不上款最后在旅行社订了9张票每张票付了40元手续费。）4.30号我收到他们的邮件，。我用翻译软件看不明白，敬请那位大侠帮我看看，求个解。他们邮件如下：Dear JI MIAN LI,

Unfortunately, 3 rd class tickets for your train are completely sold out as we did not recieved authorization form from you which was sent you twice.

You are welcome to choose new train or make new order, but authorization form will be required as well for all order with total amount more than 300 USD.
