在美国申请澳大利亚旅游签一定要出生证明么？

美国申请澳洲签证是寄送华盛顿特区的。在官方材料列表里有一项是birth certificate (Certified copies of birth certificates for you and any other person included in the application. The certificates must show the names of both parents of everyone included in the application.)
因为人在美国。出生证明公证很难办。。。。看到论坛里有帖子是用父母护照首页复印件代替的。。请问这样可行么？有没有有经验的朋友能给与建议呢？

Update：签过了。虽然官方要求需要出生证明但是没有提供也签过了。提交了父母护照首页复印件。美国签澳签耗时太久要一个半月。还是在国内容易。
