晚上八点左右出关到英国,因为16岁以下孩子随行,所以想买TRAVELCARD,不知道HEATHROW哪里有卖的?

Just buy it from a ticket machine at the underground station in heathrow. You can buy both travel cards and oyster cards from either the counter or from one of the self service machines. Oyster Cards are available from the machines with a big "oyster available here" signs above them.
