关于“Out of operating hour charges”的问题

今天在Economy Car Rentals租了车，确认单发过来是DOLLAR THRIFTY CAR RENTAL公司的车，Terms and Conditions中有一段如下：Out of operating hour chargesAny ‘out of operating hour’ charges, if applicable, are always INCLUDED in our prices.Any deviation from the confirmed pick up/ return times on your voucher could incur extra charges, closed station or your Booking treated as No Show.We strongly recommend contacting your local provider in the case of any time change.Tip: A common practice of most other sites is to hide this charge


请问下各位大侠，deviation from the confirmed pick up/ return times是个什么概念，还车的时间如果提前算不算deviation，比如我订单写的下午5点半还车，如果我3点半就去还，算不算deviation，会不会收取相关的费用？另外问一句，我是法兰克福往返，到达法兰克福是早上7点，我预定的取车时间是8点，时间够吗？回国的飞机是晚上10点25，预定的还车时间是下午5点半，我要在机场退税，购物，安检，时间来得及吗？谢谢
