Citizens of China with a valid Schengen visa or a valid visa from any of the OECD member countries; or a valid residence permit of a Schengen or OECD country don't have to take the Turkish Airlines to enter Turkey until futher notice.
Kindly proceed with the application, after you choose your nationality and travel dates, you will be given the list of the requirements that you need to meet. If you don’t meet these criteria, e-Visa will be invalid regardless of the fact that you obtained it. If you have further questions, please contact us.

官网上：Are there any restrictions on airline companies to fly to Turkey? The citizens of the countries listed in Table 1, as well as Pakistan, Iraq, India, Bangladesh and Mexico can travel with any airline company they wish to.

The citizens of other eligible countries are required to travel with Turkish Airlines in order to obtain e-Visa.
