It seems the key point is 'transfer between train and boat'. My understanding is you need to show your train ticket on the same day showing you are starting or arrivaling at the boat stop.
For example, if your train is from A to B, and you are going from B to C by boat, you can buy cheaper ticket. Or the reverse way.
