中行全球通为什么不能网上支付？是卡的问题还

我现在美国费城。国内办了个中国银行全球通信用卡。许多网上支付被拒绝，比如：Greyhound, Paynearme,今天我又申请购买Florida Express Bus车票，又被拒绝。我问中行客服，中行说不是他们的问题。可是美国的网站回复就是你的银行卡被拒绝。
