可否以外国人身份在南非申请印度旅游签

本人中国籍，7月底去南非工作，10月中结束工作。接着计划去印度。但是在国内办2国签证办不了，因为印度的签证有效期只有3个月。故而想问，可否在南非以外国人身份申请旅游签，为期15天。不知道该在哪里寻求答案，所以来这里试试。想看万千游四海旅游儿会不会有人知道呢？

Foreign Nationals
Foreign nationals having a Permanent Residence/Work permit in South Africa should provide a copy of the same. Applications from persons having temporary residence in South Africa or visiting South Africa would also be accepted for visa.
Visa will be issued after a period of minimum three working days.

In addition to the application forms, all foreign nationals are required to fill in additional referral forms (CLICK HERE TO DOWNLOAD FORM).
Separate visa forms are required to be filled in by Pakistani nationals (CLICK HERE TO DOWNLOAD FORM).
SUPPORTING DOCUMENTS REQUIRED FOR TOURIST VISA
(Note: Additional documentation may be required for other visa types. Please check separate requirements for different visas)
•A valid Passport with at least six months remaining validity.
•A copy of the confirmed return ticket
•Two passport sized photographs.
•Proof of residence in South Africa such as utility bill.
•Proof of accommodation in India.
Pakistan nationals applying for visit visas/ business visas should submit applications in quadruplets (4 forms) meant for Pak nationals.
A reference fee of R120.00 will be charged in addition of visa fee R25.00.
VISA FEES
Foreign nationals are required to pay applicable visa fee. For a list of applicable visa fees for different nationalities, CLICK HERE.
Visa fees can be paid at the counters only in cash and credit cards are not accepted.
Fee can also be paid through bank transfer to below mentioned account, if the application is filed at Johannesburg:
