【租车价格问题】关于Airport concession fee recovery

在hertz的价格上发现下面一段，读了几次没特别明白，说的是在机场一类的地方取车要额外交钱？有人帮忙解答下么？多谢！

Airport Concession / Ferry Terminal Fee Recovery (ACFR)
An Airport Concession / Ferry Terminal Fee Recovery (ACFR) will apply to all rentals that start from a Hertz airport or ferry location.
This fee will only be charged on pick-up, not return.
The current fee* is NZ $40.25 inclusive of GST.
Effective 01 February 2011 the fee will increase for all New Zealand Airport/Ferry Locations. The fee incurred will now be $46.00 inclusive of GST.
*Corporate rates may vary so please check at time of reservation.
This fee partially reimburses Hertz for fees imposed by the Airport / Ferry facility owners.
