关于dollar.uk租车的问题

我准备在dollar.uk租车，但仔细研究了下条款，有几个问题没太明白

1. 关于提前还车， 看到这么一段
"You could be charged additional fees for cars returned at a different time or date from the original reservation. * Optional items (ie: child seats, etc.) are on a request basis only, for an additional fee."
这个是不是说提前还车也可能被多收费？

2. 关于保险
*Please note: In common with most car hire suppliers the insurance coverage does not cover damage to windows, wheels, tires, the roof, underside & interior of the vehicle, towing charges or damage caused negligently, willfully or recklessly.
这段话是不是说其实很多都是不在保险范围的，这些坏了都要自己赔的？

3. 关于中国人在uk上租
Residency restrictions:
Local residents may have additional restrictions. Bookings are limited to residents of website’s operating country. If a website in your home country of residence is not currently offered by company, please refer to our company’s .COM website. Please refer to the aforementioned “Drivers Must” clause for driver restrictions.
之前也看到好像有人说不可以，这条貌似就是这个意思。不过估计人家做生意也不这么死板，不知道我的理解正确否。
