1, You father needs to give certificate to prove the relationship between you, since i guess you are not sharing the same Hukou with your father. So your father needs to go to Gongzhengchu and ask how to get the certificate. My parents went to the police station to get my borning certificate and take to Gongzhengchu to get the certificate, which is easy
2, To get the accuil certificat, you need go to le marie where you live which takes you about two working days. You need to bring your temp living permit, your rental house contract, utility fee billing, since i am working in France, so they ask me to provide the payslip, but since you are a student, i am not sure what you need to provide, maybe your bank record. Also you must send this certificate original to your father, scan or copy is not accepted by the visa center in China
For touring visa
1, Since you mention you will take your father to Germany or other countries, you need to know where you will live for the most of time. For example, if you spend three days in France, but five days in Germany, you should apply for Germany visa.
2, There would be no problem if your father can not speak English, since French embassy delegates visa center to receive all the material, the staff in visa center are all Chinese and they would not check your father's English
3, To get tourist visa, you must give hotel confirmation letter. But since your mother is against your father's visiting, are you sure your father could live in your house ? Actually maybe Booking a hotel for him is better and which could also help to get tourist visa for your Father

楼主的问题可能在这里得不到很专业的回答，这样有可能会导致你爸爸的赴法之行不能成行，所以我建议你还是去咨询下上海法国签证申请中心，毕竟那里才是办理法签权威的机构。

根据经验, 如果要申请旅游签证,最好不要告诉签证官在目的地有认识的人,否则签证官会质疑你的目的的.
