如果我用港澳通行证到香港，没有泰国签证（到曼谷办落地签），在香港可以办到登记卡和出境吗？没有第三国有效签证的，护照有申根和其他东南亚的签证，不过都过期了的

and
- able to provide an address while in Thailand; and
- coming for touristic purposes only.
