我是否能买德国的railpass

近日去德国旅游，想买railpass。但在德铁的官网上，注明的购买条件是：This offer only applies for people with permanent residence outside Europe, Turkey and the Russian Federation. If you are European and live outside Europe you must have left more than 6 months ago (the stamp in your passport is decisive).我现在在意大利，是一年的居留，按照官网规定的条件，我的permanent residence是中华人民共和国，应该符合购买条件。而网上有的网友帖子说，购买者不能拥有欧盟国家6个月以上的居留，因此想请教大家，像我这种情况是否可以购买？谢谢！
