请教去菲律宾换币问题

下半年计划去菲律宾ＰＧ潜水，本来开了平安借记卡可以出国免费取现，可是在网上发现，去年开始菲律宾ＡＴＭ取现收取每笔２００比索手续费，而且每次最高只能取１００００比索，所以考虑在国内换币，故关于换币问题咨询如下：
１．是在国内直接换美元再去菲换菲币好还是在国内直接换菲币好？
２．随身携带的现金额度是否有规定？
