TransitPass的这句“8小时”是什么意思？

刚刚查了一下IATA。信息如下：

TWOV (Transit Without Visa):

Visa required, except for Nationals of China (People's Rep.)

continuing their journey within 120 hours to a third country

provided holding confirmed onward ticket, hotel confirmation

and sufficient funds. For a transit of longer than 8 hours

leaving the transit area is allowed, where the passenger will

be issued with a Transit Pass, provided:

- arriving and departing through the same airport; and

- holding a passport which contains at least 2 blank pages.

持有已确认的120内前往第三国的机票，酒店确认函，足够现金。

同一机场，护照最少2页空白页，拒绝孕妇，现金最少500美金。




但红色字那句是怎样理解？转机时间大约8小时允许离开过境区域？
