关于DB退票

11月5号凌晨在DB网上订的票，选择邮寄，地址就在Braunschweig，但是在地址中写的是我的名字，但今天忽然意识到房东的邮箱上没有我的名字，而且票还没到，估计是悬了。

给DB发信，DB说周四已发出，并且说If you should not receive your tickets prior to your departure date, please purchase a new ticket at a counter.


After your journey, please mail the subsequently bought tickets with a signed formless request for refund that also states that your original tickets did not arrive to the following address:

问一下有经验的朋友，是否如果没收到票，新票只能在柜台买吗，然后旅行之后再把新票寄给DB，还要同时寄什么其它相关材料吗，a signed formless request不太明白是什么意思？

我是用信用卡付的款，如果DB确认了我寄回去的材料的话，是否钱又打回信用卡？
