问下NZ签证申请表

周一寄了申请材料给使馆，今天发邮件去问，材料收到没。回复我如下：

This is to inform you that we received your application However, we are unable to accept your visitor visa application for processing because you supplied an incorrect application form. INZ has changed and utilised all kinds of application forms since May 2009. Therefore, we returned your application documents via EMS (EJ797327427CN) including 3 passports to your indicated postal address in Nanjing City enclosed with a new application form for you to complete then re-submit accordingly. We have already received your money order application fee payment of RMB540 however we will not charge and receipt it until all correct forms and documents are received. Please do not post fee once more when you re-submit your application.

想问下，大家用的申请表是新版全英文的那种吗？我用是以前老版的中英文，怎么会说申请表错误了。而且使馆也好怪的，为什么不打电话通知我，说下申请表错了，重新寄一次不好吗，若我不发邮件问还不知道材料被退回了。
