在都柏林转机，需要爱尔兰签证么？

我在英国读书，现在申请了西班牙的申根签证，准备4月份去西班牙和葡萄牙玩儿
回来的机票要在都柏林转机，请问 如果没有爱尔兰签证 可以在都柏林转机么？
另外看到有的人说中国公民有爱尔兰的24小时落地签证，我可以在转机的时候出境，去都柏林市内简单看看么？

Do I need a transit visa?
If you are coming from Afghanistan, Lebanon, Albania, Moldova, Cuba, Montenegro, the Democratic Republic of Congo, Nigeria, Eritrea, Serbia, Ethiopia, Somalia, Ghana, Sri Lanka, Iran, Zimbabwe or Iraq, a transit visa is required if you have to transit through Ireland (by air or sea). For further information, contact the Irish embassy in your country.
Good to know:
Ireland is not part of the Schengen area. For instance, if you are travelling to Europe with a Schengen visa, you won't be allowed to travel to Ireland unless you hold a valid visa delivered by an Irish consulate or embassy abroad.
Chinses national is transit visa free by transit through Ireland (by air or sea) only.

版主，我想确认下，那我持有中国护照德国有效签证，经爱尔兰转机不出机场，完全可以的吧？就它家机票目前最便宜啊，可是担心签证问题。。。
