请教关于租车保险中的damage excess

查询了下租车网站，基本是这样，默认的damage excess是$2750，如果选择TPP(total protection pack)的话，需要交$24/day，这样可以将damage excess降到$330，不过我对这个damage excess不是太理解
假如我开车撞了什么，损失在330以内，那就是得全部自己赔给租车公司？ 如果超出330，超出部分才由保险公司赔偿，是这样吗？
假如我的车被别人车撞了，是不是全部由对方赔偿？，跟我的这个damage excess还有没有什么关系？

The hirer can reduce the excess and waive the additional drivers fee by paying a Collision Damage Waiver (CDW) as follows. The hirer can also obtain Personal Insurances with Platinum Cover.
SILVER COVER
For drivers aged 25 and over the excess can be lowered down to $100 including taxes.
For drivers aged 21 to 24 the excess can be lowered down to $250 including taxes.
The CDW rates for Silver cover is as follows:
1-3 Days = $48 flat rate
4-20 Days = $12 per day
21+ Days = $8 per day
Under the Silver Cover the excess on Single Vehicle accidents and Vehicle Theft* remains at $2,500.
GOLD COVER
For drivers aged 25 and over the excess can be lowered down to $100 including taxes, which includes Vehicle Theft*, Single Vehicle Accidents and Windscreen Damage.
For drivers aged 21 to 24 the excess can be lowered down to $250 including taxes, which includes Vehicle Theft*, Single Vehicle Accidents and Windscreen Damage.
The CDW rates for Gold cover is as follows
1-3 Days = $60 flat rate
4-20 Days = $15 per day
21+ Days = $10 per day
PLATINUM COVER
For drivers aged 25 and over the excess can be lowered down to $100 including taxes, which includes Vehicle Theft*, Single Vehicle Accidents, Tyre and Windscreen Damage.
For drivers aged 21 to 24 the excess can be lowered down to $250 including taxes, which includes Vehicle Theft*, Single Vehicle Accidents, Tyre and Windscreen Damage.
For drivers and occupants of the vehicle, aged 15 to 70, Personal Accident insurance is included. For drivers and occupants of the vehicle Personal Baggage insurance is included.
