Where exactly does your friend live?
If he/she lives in the US or Canada, it is better to get the certificate before leaving for Hawaii. It will be more expensive there and he/she won't enjoy much in the learning process.
I think you friend has a better chance finding a Japanese certified diver than a Chinese.
But anyway, you can always search yellowpages.com for local businesses. Search "diving instructions" in Hawaii.
